Dominion Energy Virginia is the sole investor-owned utility serving Caroline County (attribution via SCC territory; not named directly in CleanArc materials). 900 MW phased in three 300 MW stages (2027 / 2030 / 2033-2035); the VA SCC approved a large-load rate class in Nov 2025. CleanArc markets a 'True Additionality' clean-energy model; no confirmed on-site generation.

The Caroline County performance agreement prohibits potable water for industrial cooling (county water for washing/flushing only); closed-loop recirculation with initial water brought off-site. Not yet operational - no daily-use figure.
