Mixed

The campus opened in 2017 in a pre-designated data-center overlay zone away from the contested Manassas Battlefield corridor, and a 2025 proffer amendment for a new building was recommended for approval with no documented site-specific opposition. But Prince William County is a national data-center flashpoint — the nearby 'Digital Gateway' rezoning was voided by the Virginia Court of Appeals in 2026 after community litigation. CloudHQ is eligible for Virginia's data-center sales-and-use tax exemption, but state law bars disclosure of recipients and amounts.
