Utah DAQ Approval Order DAQE-AN160660003-24 (issued December 19, 2024, to Novva SLC Common, LLC - West Jordan Data Center) permits seventy-two (72) natural gas-fired Jenbacher JGS 620 J715 engines rated 3271.8 kW (4,601 hp) each, controlled with Selective Catalytic Reduction and an oxidation catalyst. The permit's project description states the engines 'will power generators providing primary power for the site's two (2) new data center buildings' — this is dedicated on-site generation, not a merchant plant. 72 x 3271.8 kW is about 235.6 MW of gross engine nameplate; Grist reports the plant as 200 MW, which is the figure recorded here. The order also reclassifies the source as a major CO and HAP source subject to Title V and requires 47 tpy of NOx emission reduction credits to satisfy R307-421 offsets. Permitted potential emissions total 997,261 TPY CO2-equivalent, 51.28 TPY NOx, and 202.72 TPY CO. Grist reports Novva turned to self-generation because Rocky Mountain Power could not supply the campus until 2031, and that Novva sought a two-year Clean Air Act exemption in March to run diesel generators while the gas plant is built.
